is it possible to make a link to a website that opens up in IE if ur in Firefox or any other browser. and if you're in IE then just opens up a new window or new tab?

most websites are in different browsers and most people customize their web pages to be viewed in all types of browsers.

No (you can't even know if IE is installed on the system).
There is a Mozilla Add-on that allows you to view a page in IE. However, there is no way for the developer to make the person's computer open a particular browser.
Which browser opens is up to the user, not the site.
